Amendment of Regulation (EU) No 1223/2009 - Maximum Concentration of Butylated Hydroxytoluene (BHT)
In the current version of Regulation (EC) No 1223/2009, the substance Butylated Hydroxytoluene (BHT) is not listed. It is used in cosmetic products as an antioxidant.
The Scientific Committee on Consumer Safety (SCCS) derives the following maximum concentrations for BHT and assesses them as safe:
Product with specification of maximum concentration:
Mouthwashes: 0.001%
Toothpaste: 0.1%
Other leave-on or rinse-off products on skin/hair: 0.8%
If the levels of BHT are above the mentioned concentrations, a potential risk to human health may exist according to SCCS.
From July 1, 2023, cosmetic products that do not meet the above requirements can no longer be placed on the market. From January 1, 2024, any supply of products that do not comply with the restrictions is prohibited.
