EU Cosmetics Regulation (EC) No. 1223/2009 in force for 5 years!

The Regulation (EC) No 1223/2009 on cosmetic products has been binding since July 11, 2013. A significant innovation of the regulation was the mandatory safety assessment.

The safety assessment serves to demonstrate the product's conformity with the requirements of Article 3, that the cosmetic product is safe for human health when used normally or reasonably foreseeable. For this purpose, a safety report according to Annex I of the regulation must be prepared.

The safety report for a cosmetic product consists of 2 parts according to Annex I of the regulation:

Part A: Safety information about the cosmetic product
Part B: Safety assessment of the cosmetic product

In Point 3 Part A of the safety report, information on microbiological quality and the results of a preservative challenge test must be included. Information on the preservative challenge test can be found in our special edition cosmetic Part 2 and Part 3.
