Labeling of Cosmetics According to the Cosmetics Regulation - VO (EC) 1223/2009 - Expiry Date & PAO
According to Article 3 of Regulation (EC) No 1223/2009, cosmetic products must be safe, particularly taking into account the labeling.
According to Article 19 of Regulation (EC) No 1223/2009, the following information must be provided on the packaging:
- Identification of the responsible person (name/company and address)
- Indication of the nominal content except for packages smaller than 5ml or 5g
- Indication of the expiration date (MHD) or Period After Opening (PAO)
- If applicable, warning notes
- Batch number
- Intended use, if it is not obvious
- List of ingredients under the indication "Ingredients"
- Language of the country where the product is made available to the end consumer
Regarding advertising claims, Article 20 of Regulation (EC) No 1223/2009 states that they must not use texts, names, trademarks, images, and other figurative or non-figurative signs that imply characteristics or functions that the respective products do not possess.
Further requirements for advertising claims are regulated in Regulation (EU) No 655/2013 (Claims Regulation).
