Preliminary SCCS Opinions for Ethylhexyl Methoxycinnamate and Benzophenone-1

The Scientific Committee on Consumer Safety (SCCS) of the European Commission has published two preliminary opinions on the UV filters Ethylhexyl Methoxycinnamate and Benzophenone-1, with Benzophenone-1 currently not regulated in Annex VI (approved UV filters in cosmetic products) of Regulation (EC) No. 1223/2009.

Due to insufficient data, the SCCS cannot conclusively assess the safety of both substances, as the submitted information is not enough to rule out a potential genotoxicity.

Furthermore, the submitted evidence shows that both compounds are endocrine-active substances (interfering with the body's hormone system) as they exhibit clear estrogenic activity and weak anti-androgenic activity both in vitro (outside a living organism) and in vivo (within a living organism).

The comment deadline for Ethylhexyl Methoxycinnamate ends on January 17, 2025, and for Benzophenone-1 on January 13, 2025.
