Safety assessment, safety report – a MUST for every cosmetic product placed on the market according to the EU Cosmetics Regulation VO (EC) 1223/2009. This report represents an expert opinion in which a toxicological evaluation is conducted based on the application of the product, its properties, and especially its chemical composition, thereby proving the safety and stability of a product.

Potential contaminations of raw materials such as heavy metals, polycyclic aromatic hydrocarbons (PAHs), plasticizers (phthalates), as well as microbiological impurities must be considered in the preparation of the safety report.

The “notes of guidance” of the SCCS (The SCCS notes of guidance for the testing of cosmetic ingredients and their safety evaluation, 9th revision from 2016) provide a lot of guidance in preparing the report.
