UK - further restrictions for Methyl Salicylate in cosmetics

The United Kingdom has informed the World Trade Organisation (WTO) in January 2025 about a draft legislation that aims to further restrict the use of Methyl Salicylate in cosmetic products. 
Methyl Salicylate is restricted in the European Union for use in cosmetic products according to Regulation (EC) No. 1223/2009 Annex III No. 324. Currently, there are specific limits for 14 product categories. Additionally, Methyl Salicylate must be listed on the INCI list at a concentration of 10 mg/kg (leave-on products) or 100 mg/kg (rinse-off products). 

The UK draft legislation sets limits for a total of 13 product categories. In particular, lower limits for some product categories are introduced for children aged between 0.5 and 1 year. These product categories include rinse-off skin & hair products, hand wash products, leave-on skin products (except facial make-up, spray/aerosol body lotion, spray/aerosol deodorant, and hydroalcoholic fragrances), and hair products (non-aerosol), as well as lipsticks & lip care products.

The draft legislation is expected to be adopted on April 30, 2025, and to officially enter into force on September 30, 2025.
